Monthly Board Meeting (September 8, 2008)
Lake Tapps Elementary School

Call To Order:
The September 2008 DPA  Board Meeting was held at Lake Tapps Elementary and was called to order by President Joe Muscarnera at 7:00 p.m.

Attendance:
Attendees included President Joe Muscarnera, Secretary David Thorsen, and Treasurer Ron Wilderman, with trustees Justin Carlo, Pat Cavanaugh, Liz Johnson, Jerry Blessing and community members  Stan Barber,  Debbie Suver, and Ann Fisher.

Trustees excused: Justin Nimick and Scott Thorsteinson

Approval of previous minutes:
The August 2008 minutes were read, seconded and approved.

President’s Report
Joe Muscarnera briefly outlined the agenda.  He reported the following:

1.     A letter is to go out to a home on 179th due to covenant violations after legal advise was received for proper verbiage.

Volunteer/Neighbor of the Month: N/A.

Treasurer’s Report
Ron Wilderman gave the report with the following bulletin points

1.     No excessive expenditures for the previous month

2.     The annual audit cost was around $1,500

3.     1 major delinquency has been paid in full for about $1,900

4.     Formal information to be forwarded tomorrow to assorted trustees.

Park Committee Report:
Justin Carlo reported the following

1.     We need to seal coat the court areas after the park usage decreases

2.     There will be adjustments to the fence by the company that installed it, at which time after these adjustments we will fulfill the remainder of the bill.

3.     There will be an email query sent out in regards to a minor replacement of the gate itself.

4.     The old sign still needs to be put up and Justin will speak with Mike in regards to this matter.

 

Entrance Refurbishment Committee report: N/A

Architecture Committee Report:  N/A

Communications Report:
Don Fisher not available

Finance Committee Report:
Ron Wilderman reported the following:

A.   We still need to review the lawn maintenance issue.

B.    Reaffirmed the Fence/Fowl/Gate Card issues.

Lake Tapps Community Council Meeting:
Ann Fisher, speaking for Don Fisher, read the following:

Cascade has signed an agreement with the two tribes that if it is accepted by the department of ecology we have to let Cascade know we would appeal the issuance of the water rights because it is violation of our Lake Management Agreement with Puget Sound Energy.  Cascade has appointed a new Program Director and they have asked for a meeting with LTCCM.

Unfinished Business and New Business N/A

Open Discussion:

1.     There is a White Van with Texas Plates that may be the vehicle of prowlers in the neighborhood, keep a diligent eye for this.

2.     We need people to nominate areas for Street lights if they would like them to be installed, and then neighbors would be polled for acceptance.

3.     The area on Driftwood Dr between 179th and 183rd needs to be monitored closer for speeders as there is not enough shoulder area for walkers/joggers/runners etc.

4.     We need to look into the possibility of extending the shoulder on one side of the street all the way around driftwood point for this issue.
