Driftwood Point Board Meeting
September 12, 2005

CALL TO ORDER:

The September DPMC Community Meeting was held at Lake Tapps Fire Station Training Room located across from the Chevron at Forrest Canyon Drive and called to order by President Toni Jilek at 7:00 PM.

ATTENDANCE:
Attendees included President Toni Jilek, Treasurer Ron Wilderman, Secretary Bob Lee, Trustee’s Jean Julum, Tim Wilson, Ann Beurskens and Devin Graham.

Community Members in attendance: Past President Chuck Romeo, Don and Ann Fisher, Stan Baber, Dorothy Muoio, Mark Neubauer, Cathy Lewis, Char Farman, Will Julum and Dennis Schmit.

Excused Absences: Vice President Joe Muscarnera and Trustee Kim Small

APPROVAL OF August 8, 2005 MINUTES
The first order of business by your Board was the reading of the August 8, 2005 minutes. At the conclusion, the board unanimously approved the minutes with one minor change in the Treasurer’s Report. Correction will be made and the posted minutes will reflect the agreed updated financial figures.

TREASURER’S REPORT:
Treasurer Ron Wilderman presented a detailed financial statement of our Driftwood Point community’s financial status.

COMMUNICATIONS COMMITTEE REPORT:
Ann Fisher volunteered to chair the fall newsletter committee.  Articles need to be submitted to Tim Wilson as soon as possible.  If you have any message you would like to get out to the community please forward to our community web site.

FIVE YEAR PLAN COMMITTEE REPORT:
A “Community Enhancement Plan” survey has been developed in order to prioritize what is important to community members over the next several years.  Collection of this data continues.

SECURITY COMMITTEE REPORT:
Chair Toni Jilek and her committee members are in the process of costing out several community security enhancements to include hiring private security guards to patrol our community, installation of surveillance cameras at the park and community entrance and what it would take to make Driftwood Point a gated community.  In addition, they will work on a policy on how to handle community member complaints.

PARK COMMITTEE REPORT:
The park sustained $138.00 worth of damage to the restrooms.  Some person(s) defecated on the floor of the restrooms and smeared feces on the walls, ceiling and floors causing a biological mess for which we paid a service to clean.  Our Park Attendants will be leaving on October 1st to return to school, thus placing a greater emphasis on all community members to ensure the cleanliness and security of our park in maintained.  .  The Board sincerely appreciates their efforts in providing the community quality services.  Over the next several weeks a group of community members will organize a trash pickup group to clean unsightly litter from or streets.

FINANCE COMMITTEE REPORT:
Ron Wilderman discussed the remaining community member’s accounts that have delinquent membership dues.  Ron stated he has called each member and knocked on each member’s door in hopes of gaining compliance.  After discussion a motion was made to “send all homeowner members, who have received 3 delinquent notices, to collections with the exception of two hardship cases that will be reviewed for exemption in executive session.”  Upon a second, those Board Members voting “YES” were Toni Jilek, Ron Wilderman, Bob Lee, Jean Julum, Ann Beurskens and Tim Wilson. Voting “NO” was Devin Graham.  Board members not present to vote were Kim Small and Joe Muscarnera

BY-LAWS COMMITTEE:
No report since the committee chair was ill.

OLD BUSINESS

1.         Grandview Ridge:
            The members of Grandview Ridge do not have sole control of their association due to the
             development not yet being completed.  Until the development reaches build out, and the
             developer releases control of their association to the members, we decided not to entertain any
              further discussion regarding the Grand View Ridge community joining Driftwood Point.

2.                  Park Rental Fees:
This will be tabled until January of 2006.  Research will be conducted by the Park Committee to provide us with the pros and cons of increasing the fee.

NEW BUSINESS:

No new business

OPEN DISCUSSION:

An attending community member expressed concern over her perceived treatment by two Board members at the park. 

Facts: The involved Board members noticed a truck with an attached boat trailer inside the secured boat launch area without a membership sticker.  The members canvassed the park looking for the owner(s) with no success.  Keeping in mind the obvious violation of the Park Rules “Use of Boat Launching Area/Ramp” the members proceeded to call for the impoundment of the vehicle.  As the vehicle was attached and ready for tow the owner of the vehicle (Non Driftwood Point Member) and the complaining member returned from boating.  A disagreement and/or argument ensued over the right to have the vehicle towed.

Eventually a Pierce County Sheriff was called and arrived to quell the disagreement.   The vehicle was towed from the park.  The member, who admitted the vehicle did not have proper stickers, admitted to being in violation of the park rules and did not contest the posting of the impound signs, believed is was unreasonable to continue the tow upon their arrival.   This member further stated that she and her family have been members of the Driftwood Point Community for over 6 years and believed some alternative action could have been taken short of impounding the vehicles and causing financial hardship on their guest. 

The two Board members stated they expressed concerns over threats made by her husband in the presence of the sheriff and tow truck operator.  Threats to possibly cause damaged to personal property and inferred personal injury.  In addition, the Board members stated the rules are for the entire community and strive to be fair and reasonable when dealing with similar issues.

In conclusion, I commend the community member for bringing her complaint to the Board meeting and calmly articulating her concerns.  This could not have been an easy task as the emotional event was still fresh on her mind.  The opportunity for community members to express disagreement and maintain a professional and respectful dialogue in such a setting is very much appreciated.
