Monthly Board Meeting (September 11, 2006)
Lake Tapps Elementary School

Call To Order:
The September DPA Community Meeting was held at Lake Tapps Elementary and was called to order by President Joe Muscarnera at 7:01 PM.

Attendance:
Attendees included President Joe Muscarnera, Treasurer Kathleen Hickey, Secretary David Thorsen, and Trustees, Justin Carlo, Tim Wilson, Devin Graham, Ann Beurskens, and Jean Julum.

Community Members in attendance: Don and Ann Fisher, Chuck Romeo, Mike Hickey, Stan Baber, Scott & Kristy Thorsteinson,  Darrin Huddleson, Dave & Pat Gimenz.

Trustees excused: Vice President Toni Jilek

 Approval of August, 2006 Minutes:
The first order of business by the board was the reading of the August, 2006 minutes.  There was a motion to accept by Kathleen, it was seconded and approved.

Treasurer’s Report:
Treasurer Kathleen Hickey reported the following:

    a        Copies of the Treasurer’s report we distributed

b       Basic Income is above budget and expenses are running under budget

c        At this point in time, two advertisement fees were still outstanding

d       Delinquency (19 accts. Outstanding) $1,374.99 had been paid, leaving $3,191.25 outstanding.

President’s Report
Joe Muscarnera briefly outlined the night’s agenda.  He reported the following:

A. There was a small occurrence involving a trailer at the park that the owner refused to move and Tim added that another small confrontation occurred on Sept 10th.

Park Committee Report:
Jean Julum reported the following.

A.   Park budget is in line and the park attendants will be done starting September 17th, until probably Memorial Day of next year.

B.    We’ve returned two blue bins leaving two, for the “off season”

C.   3 different attendants worked the Roads and entrance

D.   The 11 to 15 Cottonwood Trees at the ballpark are on DWPA property and must be removed before more damage is incurred.

E.    Sidewalks/Tennis Courts/Basketball courts in the park are in need of repair.

F.    The PSE date for the light upgrades is coming soon.

G.   Ballpark needs watering in a bad way.

Architecture Committee Report:
Joe reported that the plans for Darrin & Denna Huddelson improvements are approved as long as they follow the Pierce County Building and Zoning Codes.

Communications Report
Don Fisher reported that Driftwoodnews.com is the new website address.

Entrance Refurbishment Committee report:
Justin Carlo reported the following.

A. The plants in the monument have been sprayed and are dying

B. There is a power line at the monument, but we’re not sure if it’s live

C. We are going to pressure wash the monument, rip out the plants, and remove the unsightly portions of the monument with the established budget.

D. Any major “remodel” of the monument entrance would require ½ down in front, so we need to try and establish some kind of budget to work with in the future. Joe added that the finance committee should look into what the committee might have for next year to give a clearer idea of what to look for.

Lake Tapps Community Council Meeting:
Don Fisher filling in for Ron Wilderman reported:

a.      Mud Mountain Dam people/Mr. Bunney /Corp of Engineers/Committee members would be meeting this week.

b.     During July and August during 1 out of 4 years in the future, the lake level could be 1-2 feet lower under current proposal and the committee is working the numbers to try a make sure this doesn’t happen.

c.     All previously reported numbers are still the same.

 

New Business:
Kathleen made a motion to discuss a member’s complaint and Tim seconded.  A current DWPA member has exhausted all of their options in regards to another member’s dog barking extensively during evening/morning hours.  The member was approached twice and animal control had been contacted as well, who also sent this person a letter.  The board discussed the matter and came to an agreement to send a letter to said member to advise compliance to by-laws and to advise further action would be taken if the problem was not corrected.  There would be a 5 day assumed receipt response taken.

Open Discussion:

a.      Don Fisher brought up the surcharge of $20 we are getting charged for water. Water rights were lightly discussed

b.     Devin brought up the mater of picking up grass piles at the ball park

c.     Justin asked water at the entrance for pressure washing, and we would possibly approach Mr. Hopson about helping out.

d.     Scott Thorsteinson spoke about an accident that occurred on the point and the blatant disregard some drivers are showing

e.      Tim Wilson felt that car stereos volume is still a problem.
