Monthly Board Meeting (September 10, 2007)
Lake Tapps Elementary School

Call To Order:

The September 2007 DPA Community Board Meeting was held at Lake Tapps Elementary and was called to order by President Joe Muscarnera at 7:01 p.m.

Attendance:

Attendees included President Joe Muscarnera, Vice President Toni Jilek, Secretary David Thorsen, Treasurer Kathleen Hickey, and Trustees Jean Julum,  Scott Thorsteinson, Liz Johnson, Justin Carlo and Justin Nimick.

Members in attendance: Don Fisher, Ann Fisher, Stan Baber, Liz Palmley, Kristy Thorsteinson, Joe and Debbie Silver? and Mike Hickey.

Approval of previous minutes:

The August 2007 Board Meeting minutes were read, seconded and approved.

Treasurer’s Report:

Kathleen Hickey reported:

1.     The delinquency are at $6346.56  as of 8/31/07

2.     Income stands at $3,416.00 ( which reflects late charges, gate card fees, park use fees and interest income of $377.00 for the month)

3.      Money Market Account sits at $76,983.06

4.     All expenses are within budget, with the exception of the $351.75 for park improvements, and $55.08 for Utilities (water).

5.     Yearly Audit to be signed by the board members.

President’s Report

Joe Muscarnera briefly outlined the agenda.  He reported the following:

1.     The Pet Noise issue has been resolved.

2.     We will be discussing the entrance light situation

Member of the month award

For the month of August:  John Feshbaum, the owner of NW Marine & Ski has been a valued member of our community and has provided materials and help to better our park/boat launch.  A friend and a neighbor.

Park Committee Report:  Jean Julum

1.     To repair the tennis court it may cost between $6,000 and $7,500

2.     There are still bids being received

3.     The basketball court is also in need of repair

Entrance Refurbishment Committee report: Justin Carlo

1.     The plants for the entrance need to be selected and started soon.

Architecture Committee Report: n/a

Communications Report:

Don Fisher advised that the newsletter is out and the color edition will continue as long as the advertising continues.

Finance Committee Report:

1.     Basic structure and future considerations for projects after 2008 dues are received.

2.     The 25th and 26th “loop projects"

Lake Tapps Community Council Meeting:

Don Fisher reported: There is no official news, but we should watch for a possible news conference this coming week with potential great resolve.

Unfinished Business:

New Business

1.     We need to get a quote for pushing the power under the road for possible lighting of the entrance sign and reader board.

2.     To respond to another barking dog complaint we as a board were asked to send a letter to the owner, the motion was made, seconded and approved

3.     Pertaining to the waterfront concrete repair a current bid of $5900 was received.  There was a motion to move ahead with the project to cut out the damaged area and surface the areas with asphalt.  The motion was seconded and passed.

Open Discussion:

The new security force (pierce county sheriffs) will take Deputy Kocher previous format into consideration.  It was suggested that a few more “park drive bys” would be beneficial.
