Driftwood Point Association (DPA)
Monthly Board Meeting (October 9th, 2006)

Call To Order:
The October DPA Community Board Meeting was held at Lake Tapps Elementary and was called to order by President Joe Muscarnera at 7:02 PM.

Attendance:
Attendees included President Joe Muscarnera, Secretary David Thorsen, and Trustees, Justin Carlo, Tim Wilson, Devin Graham, Ann Beurskens, and Jean Julum.

Community Members in attendance: Don and Ann Fisher, Chuck Romeo, Stan Baber, Liz Parmley, Mike Bykonen.

Trustees excused: Vice President Toni Jilek, Treasurer Kathleen Hickey

Order to suspend order of business for Special Presentation moved and seconded.

Special Guest Presentation:
Deputy Robert Kocher gave a description of how the current off duty policing security and safety patrol of the area has gone in the couple of months since DPA enacted this service.  Deputy Kocher described how they have been varying inspection times and alerting many members on possible dangers (i.e. Garage doors open, auto unsecured, etc). 

Deputy Kocher gave a brief overview of what occurrences have been brought to their attention in the last 4 weeks.

A. A vehicle was stopped with a person under a King County warrant
B. A vehicle under a possible an alcohol incident, found to be non-problem
C. Occasional Garage Doors open, Mild Speeding
D. Mail Theft is an issue outside the community and that we should look into lockboxes and should retrieve their mail ASAP on a daily basis.
E. There will be a Halloween Drive by
F. For Non-Emergency calls, members should use the 789-4721 phone #.

 Approval of September, 2006 Minutes:
The first order of business by the board was the reading of the September, 2006 minutes.  There was a motion to approve, seconded, and approved.

Treasurer’s Report:
Treasurer Kathleen Hickey’s was given by Tim Wilson:

a        Expenses are currently $17,121 under budget

b       The remaining small dues delinquencies are now washed from the books

c        Finance Committee meeting needs to be scheduled in the near future to prepare for the budget given at the 2007 General Meeting.

Entrance Refurbishment Committee report:
Justin Carlo reported the following.

A. The plants previous there were actually breaking up the wall surface

B. The entrance has been completely cleaned out, sprayed, and graveled

C. PSE was able to verify that there is no power located next to entrance

D. Pressure washing of the center and top caps are now scheduled.

E. A possible Monument Proposal was given, (SEE ATTACHMENT)

President’s Report
Joe Muscarnera briefly outlined the night’s agenda.  He reported the following:

A.   The attorney suggested we write off the interest of the delinquent accounts.

B.    Previous Dog complaint seems to have been complied with.

C.   Mail theft was covered by Det. Kocher, so no need to rehash   

Park Committee Report:
Jean Julum reported the following.

A.   Park Court cracks in court were filled with polyurethane.

B.    PSE was changing out the lights today.

C.   Bathrooms/Park will be winterized this week.

D.   Jean met with 2 different tree people in regards to potential problems

Architecture Committee Report: N/A

Communications Report
Don Fisher reported that there was nothing to report till the next meeting   

5 Year Plan Committee Report:  n/a

Finance Committee Report: N/A

Lake Tapps Community Council Meeting:
Don Fisher filling in for Ron Wilderman reported:

A.   Counsel has asked that we raise roughly $50,000 for legal counsel

B.    The trustees approved the use of our mailing list to send an announcement to members about raise this money through donations to help the cause.

Unfinished Business:

  1. The previous quote for the removal of the trees at the park would be honored.  Discussion followed in regards to the removal/distribution of the downed trees.  It was agreed that an announcement would be made on the front reader board to the distribution of the wood.  There would be a limit of one truck load per family on the announced day.
  2. There was a motion made that we down and clean up the roughly 20 trees notated on attached map that could cause possible damage to any property or person on our property called the “ball park”.  This is based on the survey of Mr. Neubauer, Mr. Potts, and Mr. Wilson and will be performed by a licensed and certified contractor under the best possible bid.  The motion was seconded and approved.

New Business:

A motion was made to send a plant/flower arrangement to the memorial event for Russell Thoms.  The motion was seconded and approved.  Liz Parmley will handle the procedure with a price range of $50.00
