2004 MINUTES: TREASURER’S REPORT: OPEN DISCUSSION: Lisa’s Notes Discussion about how the payroll taxes were shown on budget. Community member Monica Hansen questioned the Board about how the payroll taxes were shown on paper. Ron Wilderman spoke about the budget committee meetings and how we were doing a cost analysis. Discussed the different categories and the cost associated with each line items; example, was phone bill and cost. After checking into others venders DWP decided to keep Qwest for phone service. Community member (Monica Hansen) was upset about access to our park and how park attendants were not checking gate cards. She said the park attendants have never asked her for card, nor has she witnessed them asking other visitors for proper credentials. Another community member stated the responsibility of the park should be a community effort. Further, if community members do not like how something is being handled then it is our responsibility to help keep the park safe and non-community people out. Ron Wilderman reminded all attendees that the purpose of this meeting was for budget ratification and that the Board would note her comments and discuss them further in subsequent meetings. Ron Wilderman also suggested that Monica start a sub committee for park security. Monica agreed to be on the committee. No other members volunteered for this committee. One community member questioned thought the net cash position was in the wrong column on the proposed budget sheet. Don Fisher clarified the question by stating you add the difference between your assets and liabilities to the side column to show your new position on the balance sheet. It is documented this way for accounting purposes. Tim Wilson presented information on the Driftwood Point vs. Terhune lawsuit. Specifically, about the facts on the loan repayment and the record of money in and out of the budget. Concern about street light billing. One community member lives on 25th St. Ct. E. and is paying $2.00 per month for lights. Asked by the Board to bring back statement for clarification. One Community member only wanted to ask Joe the question “ Are we legally bound to repay loan?” Joe replied “If there are no irregularities, then we are obligated to repay the loan and if there are irregularities, then we may not be obligated to repay loan”. Chuck asked Joe if he found anything illegal. Joe had no response. Another member stated that if one should not approve the loan then one should reject the budget. Tim went over loan info again. One community member wanted to make sure that if there was anything left over for the year that it would go into the reserve fund. There was no decision made on this recommendation.
