Monthly Board Meeting - May 14th, 2007

Call To Order:
The May 2007 DPA Community Board Meeting was held at Lake Tapps Elementary and was called to order by President Joe Muscarnera at 7:04 p.m.

Attendance:
Attendees included President Joe Muscarnera, Secretary David Thorsen, Treasurer Kathleen Hickey, and Trustees Justin Carlo.

Trustees excused: Vice President Toni Jilek, Jean Julum, Scott Thorsteinson

Someone walked off with the signup sheet again I don't have it.

Approval of previous minutes:
The April 9, 2007 Board Meeting minutes were read, seconded and approved.

The Annual Membership Meeting minutes of April 25, 2007 were read, seconded, and approved.

Treasurer’s Report:
Kathleen Hickey reported:

1.     The delinquency sits at $1,214.23.

2.     There was $175.96 of interest for the last month.

3.      All of the advertising money has been received

4.     Cash reserves sit at $85,939.69 as of April 30th

President’s Report
Joe Muscarnera briefly outlined the agenda.  He reported the following:

1.     Introduction of new trustee Scott Thorsteinson

2.     Legal/Ethical Requirements be deferred to next month

Volunteer/Neighbor of the Month
April/May is deferred to June meeting.

There was discussion in regards to a great neighbor, Will Julem, and everyone was in full agreement to Plant a tree and produce an engraved bench plaque in memoriam of Will to be placed at the park.

A Welcoming Committee will be spun off of the Recognition Committee for new members to DPA.

Park Committee Report: N/A

Entrance Refurbishment Committee report:

1.     Sherry, the engraver, has completed one side of the sign with 50% of the other side to be finished.  She advised of about two to four weeks to complete

2.     Plants will be added after the installation of the sign

3.     Lighting issues will be addressed after installation as well.

Election Committee:
Scott has been officially added to the trustees with 22 votes

It was added that nothing in the by-laws state that additional trustees can’t be added by the committee.

Architecture Committee Report:  N/A

Communications Report:
Park rules have been updated on the Web site.

Finance Committee Report: (With Treasurers report)
An l meeting of the Finance Committee was tentatively scheduled for Saturday at 9-10AM to discuss dues and repair and maintenance issues.

Lake Tapps Community Council Meeting:
Don Fisher reported:

1.     The Save the Lake Gala netted roughly 60k, leaving about 75k after lawyer bills are paid for the future cause.  

2.     Lake levels are unknown due to the damaged diversion dam.  A July 8th fill date could be possible depending on weather and river flow.

3.     Shawn Bunny is currently back in Washington DC, lobbying the situation.

New Business

1.     There was an official motion to provide a tree/bench plaque combination in memoriam of Will Julem with the location at the park of these items to be determined by Jean.

2.     Yearly Election of Officers to remain the same. Dave Thorsen-Secy, Kathleen Hickey-Treas, Toni Jilek-VP, Joe Muscarnera-Pres.

3.     Justin Nimick is volunteering to be a trustee (#8) Justin described himself and view to the committee, there was a motion made, seconded, and approved for him to become a trustee.

4.     Adding a “Sunshine Sub-Committee” to the recognition committee was moved, seconded, and approved with a budget constraint to be determined by the months meeting.

Open Discussion:

1.     Justin Carlo brought up the discussion of buoys at 200’ from the docks.  Pierce County is to install them this year, when the lake allows,.

2.     Joe will meet with Mike B. about the ball park corrections that need to be made immediately.
