Monthly Board Meeting -  March 10, 2008

Call To Order:

The March 2008  DPA Community Board Meeting was held at Lake Tapps Elementary and was called to order by President Joe Muscarnera at 7:01 p.m.

Attendance:
Attendees included President Joe Muscarnera, Treasurer Kathleen Hickey, Secretary David Thorsen, Scott Thorsteinson, Justin Carlo, Liz Johnson and Justin Nimick. Jean Julum and Toni Jilek were excused.

Members in attendance: Don Fisher, Ann Fisher, Stan Baber, Liz Palmley,   Kristy Thorsteinson, Mark Neubauer, Chuck Romeo, Ron Wilderman and Ann Beurskens.

Approval of previous minutes:
The February 2008 Board Meeting minutes were read by David Thorsen, seconded and approved.

Treasurer’s Report:
Kathleen Hickey:

1.     The delinquency are at $8,891.68 which includes dues, delinquency charges and legal fees as of 02/29/2008

2.     Income stands at $182.78 ( which reflects late charges, gate card fees, park use fees and interest income for the month)

3.     Money Market account sits at $57,094.02 as of 02/29/2008

4.     Expenses stand at $$2096.75 for the month of February

5.     A $1000 check was issued to Bigshot Woodcarving as a deposit towards the tree carving bid of $5000.00

President’s Report
Joe Muscarnera briefly outlined the agenda.  He reported the following:

1.     Asphalting of the park improvements should start around April 1st

2.     Easter Egg Hunt will be headed again by Lisa Hunt

3.     Garage Sale will be spearheaded by Scott Thorsteinson with a tentative date of June 6, 7, and 8th.

4.     The possibility of a Concession stand at the park needs to be clarified.

Member of the month award
For the month of February the volunteer of the month goes to Kathleen Hickey.  Kathleen is an extraordinary individual who has handled the Treasurers duties for the last two years and has been on the Finance Committee as well as bookkeeping needs.  She has been the chair of the annual garage sale for the last 3 years.   Overall a very supportive and active member in our community.

Communications Report:
The newsletter is now scheduled for April so that we can include photos of the Easter egg hunt and the tree carving can be included.

Finance Committee Report:
Kathleen Hickey provided the proposed budget.  The proposal will be in line with last year’s budget except for the inflationary items. (Wages/Utilities/etc)  The proposal will go out this week to be received by individuals by the 20th of this month.  The annual fee is being set at $200 per year as the set dues.  This is scheduled for review next year and will be taken into consideration then.  Copies of the budget were distributed and discussion followed in regards to the particulars.

Lake Tapps Community Council Meeting:
Don Fisher and Ron Wilderman reported that a letter is going out to registered voters in the area.  It was also reported that Cascade tried to push a bill through that would have given them immanent domain for property that may or may not be involved.  A letter was sent to Olympia to Jay Manning and Christine Gregoire in regards to this matter.  The letter was read and distributed. It was announced that there would be a meeting on March 25th at Lake Tapps Middle School.                                                                        

New Business
There was a motion to pass the budget as presented.  The motion was 2nd and approved unanimously

Open Discussion:

1.     An update was given on the health of a member

2.     This possibility of a “Clean up weekend” for members front yards was discussed

3.     There was another discussion in regards to a no solicitation sign near the entrance to be installed.
