Monthly Board Meeting (January 12, 2009)
Lake Tapps Elementary School

Call To Order:
The January 2009  DPA Community Board Meeting was held at Lake Tapps Elementary and was called to order by President Joe Muscarnera at 7:01 p.m.

Attendance:
Attendees included President Joe Muscarnera, Secretary David Thorsen, Pat Cavanaugh, Ron Wilderman, and Jerry Blessing.  Scott Thorsteinson, Justin Carlo and Justin Nimick were excused.

Members in attendance: Stan Barber, Mike Hickey, Kathleen Hickey, Toni Jilek, Bob Jilek, Tim Wilson & Liz Parmly

Approval of previous minutes:
The November and December 2008 Board Meeting minutes were read by David Thorsen, seconded and approved.

Treasurer’s Report:
Ron reported:

1.     December expenditures were $2,871

2.     December expenditures were roughly $700 under budget, $3500 ytd

3.     Roughly 59k in the money market and 3.5k in the checking accounts.

President’s Report
Joe Muscarnera briefly outlined the agenda.  He reported the following:

1.     Santa Ride and Food bank drive was an overall success

2.     Easter Egg hunt volunteers needed

3.     The discussion of dues with the finance committee with the need to continue or to hold tight.  A recommendation will have to be made and a ballot sent out to the members for a formal approval as such.  “Suggestion of an ability to suspend of said laws in regards to annual increase”

 Liz Parmly volunteered to replace Liz Johnson.  There was a motion made to allow this, seconded, and approved that her tenure would be til 2010.

Member of the month award
Tim Wilson & Toni Jelik for their participation year in and year out with the food bank and Santa ride. 

Park Committee Report: 
The park has been winterized, cans gone, but the geese are back

Entrance Refurbishment Committee report:

Architecture Committee Report: Joe

Communications Report:
We need to consider a replacement for the leadership of our newsletter.  A message should be place on the white board looking for three volunteers on the board that opens in April. Email updates need to be done as well and possibly sent out with annual meeting statements.

Finance Committee Report:
Ron Wilderman reported the following:

1.     Fiscal year was reviewed and where we were on and where we were off.  A new accounting measure needs to be put into place in regards to park expenditures.

2.     The next proposal should be done by the end of this month and forwarded to the committee.  The budget should be in the 87k range with about 10k to the reserve fund and 77k for the annual budget.

3.     Improvements at the Park include the two courts, possible security cameras, etc.  All of these issues need to be prioritized.    

Lake Tapps Community Council Meeting:
Ron reported that on the 7th CWA has a proposal into the dept. of ecology and still no ruling has been made.  The position that we have is that water flows are so marginal in the July/August/Sept months we are opposed to their model.  The 15 days in 15 years suggestion are not realistic numbers.  The citizens of Lake Tapps need to have a say or input in this issue and notate their own public interest.  Another meeting in the next week to be held.
