Monthly Board Meeting (July 14th, 2008)
Lake Tapps Elementary School

Call To Order:
The July 2008 DPA  Board Meeting was held at Lake Tapps Elementary and was called to order by President Joe Muscarnera at 7:04 p.m.

Attendance:
Attendees included President Joe Muscarnera, Vice President Scott Thorsteinson, Secretary David Thorsen, and Treasurer Ron Wilderman, with trustees Justin Carlo, Justin Nimick, Pat Cavanaugh, and Jerry Blessing.

community members  Stan Barber, Rick Simons, Joe & Debbie Suver, Don & Ann Fisher, and Kristy Thorsteinson.

 

Trustees excused: Liz Johnson

Approval of previous minutes:
The June 2008 minutes were read, seconded and approved.

President’s Report
Joe Muscarnera briefly outlined the agenda.  He reported the following:

1.     The Septic Service inspection of the system, tanks, and ports was completed and after also receiving a informational update from an attendant about recent backups found a blocking issue.  The ports were jetted and sucked to alleviate sediment that was found and possible occurred due to mischief and not system failure.  The port covers were cleaned, reset, and wrenched down to eliminate the possibility of happening again in the future.

Volunteer/Neighbor of the Month
The June volunteer of the month is Scott Thorsteinson.  He has taken the bull by the horn and tackled the Annual Garage Sale in his first year of being a trustee.  He oversaw the production of the tree carving in the park and has provided our community with countless hours of volunteerism even with his own family and career time constraints.  Overall, Scott is a valuable member of this community.

Treasurer’s Report
Ron Wilderman gave the report with the following bulletin points

a.      YTD income of roughly $4,273 is ahead of budget

b.     YTD expenses of roughly 16,700 vs 14,000 is also ahead of budget

c.     We had a unexpected expense of $700 for the tractor repair

d.     There are currently 25 members that are delinquent, with 11 members going to collections.

Park Committee Report:
Justin Carlo reported the following

a.      We need to discuss the birds issue and the Fence

b.     The boneyard of debris is 85% cleaned up

c.     We need to purchase a new volleyball net and Plastic table

Entrance Refurbishment Committee report: N/A

Architecture Committee Report:  N/A

Communications Report:
Don Fisher asked for some volunteers to help handle the newsletter.  Help could come in the form of anyone that would like to help with Advertising sales, letters to the community and other communications.

Finance Committee Report:
Ron Wilderman reported the following that came from the finance committee meeting that Ron, Stan B., Don F., and Joe M. attended last month.

A.   Proposal of a fence replacement;

We’ve received three quotes in regards to replacing the fencing at the park with new 6 feet high 11 gauge vinyl fencing.  One of the bids was quite a bit lower so we need to do a background check with the state and also make sure we do a walk through with the vendor to confirm the bid amount before we give a final approval to utilize his company. 

B.    Guest Services Gate Card

A few members had spoke about getting gate cards to non members that give through goods and services to the community.  A motion was made that:  A policy should be put into place that allows the trustees to ok non-members to receive an temporary gate card to individuals that donate goods/services well in excess of the membership dues within reasonable judgment of the trustees.  The motion was 2nd and approved.

C.   Water Fowl

It was decided to start with the least offensive approach to the members and to start with the feed alternative versus the air gun option.

D.   Hiring professional lawn care versus utilizing park attendants.

The cost effectiveness of the cost of attendants versus the hiring of professional lawn care individuals must pass a cash flow test and be evaluated with the lowering of costs in regards to time of attendants and equipment cost and fuel surcharges.  This was just an informative issue and would be considered by the finance committee after more evaluations.

E.    A check and balance for the park attendants needs to be put into place.

Lake Tapps Community Council Meeting:
Don Fisher reported the following: A copy of the agreement with Cascade water alliance and the two tribes will be published soon.  The dept. of Ecology has not signed off on this agreement and probably won’t until after the elections, for good reason.  The amounts given to each tribe will be publicized.  There is a meeting scheduled for this coming Thursday for more information.

Unfinished BusinessN/A

New Business

1.     A letter will be sent to a member in regards to noise complaints that other members are making due to animals on that member’s property.  This is not the first time the board has had to do this as it happened this time last year as well.

 

Open Discussion:

1.     There is an eyesore property located at 181st and Driftwood drive.  We need to contact the owner (home may be abandoned) and provide them with an action letter to correct this problem

2.     Milfoil is getting to be a major problem again and we need to educate the members on how to contain and eliminate this issue in front of there homes when the water level is lower

3.     We definitely need to check into the “No Solicitation” posting as the problem continues.  Joe with check into county laws in regards to a membership community issue.  The sign could possibly be added to the back of the new bulletin board that is being worked on currently.

4.     Buoys need to be purchased by members and then the county will place them, but there was discussion about the county putting aside money for this issue in the last couple of years and a local representative should be contacted to investigate.

5.     The trustees ok’d the purchase of a new volleyball net and a new low cost bench for the attendants.
