Monthly Board Meeting (July 10th, 2006)
Lake Tapps Elementary School

Call To Order:
The July DPA Board Meeting was held at Lake Tapps Elementary and was called to order by President Joe Muscarnera at 7:02 PM.

Attendance:
Attendees included President Joe Muscarnera, Treasurer Kathleen Hickey, Secretary David Thorsen, and Trustees, Justin Carlo, Tim Wilson,  Devin Graham,  and Jean Julum.

Excused: Toni Jilek; Ann Beurskens  

Community Members in attendance: Don and Ann Fisher, Ron Wilderman, Scott & Kristy Thorsteinson, Mike Hickey, Pat & Dave Gimenez,  and Bob Jilek.

 

 Approval of June, 2006 Minutes:
The second order of business by the board was the reading of the June minutes which was waived via previous emailing to the trustees.  Copies of the minutes were available to Community Members at the meeting.  The minutes were approved and 2nd.

Treasurer’s Report:
Treasurer Kathleen Hickey reported the following:

a.      Expenses were in line for the month of June.

b.     37 membership dues are outstanding, including late charges.

c.     The collection process will start in two weeks on the these individuals
 

Presidents Report:
President Joe Muscarnera briefly outlined the night’s agenda.

The Off-Duty Deputy Patrols was ok by a 7-1-1 (yes, conditional, no) basis. 

A copy of the agreement has been attached to this email.

 

Park Committee Report:
Jean Julum advised:

1.     Interviews are being done to replace one of the attendants.

2.     New slide and pump have been installed

3.     Tennis/Basketball Courts and sidewalks need repair.

4.     PSE call for additional lighting/diagnosis tabled to New Business.

 

Communications Report
Don Fisher asked to get all articles in for the upcoming Driftwood Pointer; at this point only one had been submitted.
 

Entrance Refurbishment Committee report: Justin Carlo reported, that he now has two bids for the refurbishment of the entrance with the same plan and design.  1st Bid: 2,355.53; 2nd Bid: 4,297.60 with both advising that a September start would be crucial. 

There was discussion about the sign and concern about having a new sign could disturb/ruin any improvements made.  The board asked Justin to get bids for a possible simultaneous new sign to be installed.  No exact guidelines were discussed, but most members agreed something has to be done. 

There was additional discussion in regards to the outer boundaries to the entrance and the board advised that this could be included into the 5 year plan when additional funds would be available, tabled until a further time.

 

5 Year Plan Committee Report:  N/A. 

 

Lake Tapps Community Council Meeting:
Ron Wilderman reported that lawyers from the Puyallup Tribe have approached the committee in regards to the river levels.  The LTCCM is considering have our own lawyers review the conditional water level agreement for the near future.  Don reiterated that Patience is needed, but concern is justified.   

 

New Business:

A motion was made to modify/improve the lighting at the park and at the entrance’s current lights.  The increase was $7.28/month for the two lights outside the park, $27.31/month for the lights inside the park, and roughly $7.00/month for the light near the entrance on Sumner-Tapps Hwy.

The motion was 2nd and passed

Open Discussion:

Pat & Dave Gimenez introduced themselves and Scott & Kristi Thorsteinson  (new home buyers) also introduced themselves to the community. 

Devin Graham brought up the Cottonwood trees at the ballpark.  Estimates for possible removal should be taken if they are considered a hazard to nearby community homes.

There was a very heated discussion in regards to the remove of the real estate signs at the entrance near Sumner-Tapps Hwy.  This was previously voted on by the trustees and decided they should stay, but there was a disagreement in regards to the removal of said signs.  Joe Muscarnera stated that he will contact the Real Estate agents who placed the signs and ask for their removal.
