Monthly meeting February 13, 2006

CALL TO ORDER: 

The February DPMC Community Meeting was held at Lake Tapps Fire Station Training Room located at the corner of Sumner Tapps Hwy and West Tapps Dr E and was called to order by President Joe Muscarnera.

ATTENDANCE:

Attendees included President Joe Muscarnera, Treasurer Ron Wilderman, Secretary Bob Lee and Trustee’s, Jean Julum, Devin Graham Ann Beurskens and Kathleen Hickey.

Community members in attendance: Don Fisher, Stan Baber, Chuck Romeo, Dennis Schmit, Will Julum and David Thorsen.

Trustees excused: Toni Jilek and Tim Wilson.

APPROVAL OF JANUARY 9, 2006 MINUTES:

The second order of business by your Board was the reading of the January 9, 2006 minutes.  At the conclusion the board unanimously approved the minutes.

SPECIAL GUEST PRESENTATION:

Prior to the business of the community President Joe Muscarnera requested a motion by the Board be made to temporarily suspend the rules of the meeting and allow Puget Sound Energy Representative Kurt Krebs provide us with a history of Lake Tapps Property Management under the control of PSE.  Mr. Krebs provided a thorough presentation on what property in the lakebed belongs to PSE and what step homeowners should be aware of when building bulkheads.  Basically, PSE owns all Lake Bottom property up to 545 ft above sea level.  To put this in perspective, some parts of our community park are not technically owned by members of Driftwood Point, but instead are designated PSE recreational property assigned to Driftwood Point for use by our community members.   Mr. Krebs also provided guidance on how to apply for a waterfront bulkhead permit.  This information will be posted on our community web site and in the next community newsletter.

 PRESIDENTS REPORT:

President Joe Muscarnera stated that after receiving complaints from a member of a young juvenile riding a dirt bike in the park the member was able to identify and contact the individual.  The 14 year old was very apologetic and stated he would not ride his bike in the park again.

TREASURER REPORT:

Treasurer Ron Wilderman presented a detailed financial statement of our DPMC community’s financial status. 

  1. As of January 31, 2006, we have $$38,194.38 in checking and $500.00 in petty cash. 
  2. Account receivables = $9,337.73.  The majority of these receivables are Community Point Members who are delinquent in their dues. 
  3. The outstanding balance of the loan in $12,819.42
  4. Ron announced that one Community Member has failed to respond to any requests for payments; therefor, we will proceed with the foreclosure process.    This homeowner is delinquent in the amount of $2,577.54.

BY-LAWS COMMITTEE REPORT:

President Joe Muscarnera stated the committee is making the final revisions on the proposed changes to the By-Laws.  Specific language related to foreclosure and interests rate penalties are being finalized.

BUILDING COMMITTEE REPORT:

No Report

COMMUNICATIONS REPORT:

Don Fisher stated the committee did not meet during the last month.

FINANCE COMMITTEE REPORT:

No report –covered under Treasurers report.

FIVE YEAR PLAN COMMITTEE REPORT:

No Report

LAKETAPPS COMMUNITY COUNCIL REPORT:

Don Fisher reported that the lake will be rising 2 – 3 inches per day with an expected fill date between April 1 – 15th.  Don also stated that the Department of Ecology and Tribe are requesting additional cubic feet of water be required for salmon habitat and the amount requested is not favorable to Lake Tapps Homeowners.  Pierce County has pledged $15,000 to assist in a study to determine what amount of water flow will be necessary.

PARK COMMITTEE REPORT:

Jean Julum advised that night actively at the park has increased.  Young adults are entering the park at night by jumping the fence.  Although no damage has been attributed to these adults we need to ensure people stay out of the part at closing. 

Jean advised that our Park Superintendent, Mike Bykonen, would be applying winter grass fertilizer to the park in the next several weeks.

Jean is looking for a volunteer to coordinate the 2006 Driftwood Point Yard Sale.

SECURITY REPORT:

Bob Lee volunteered to research the cost and services associated with residential security patrols by a professional private security firm.

 

OLD BUSINESS:

1.                  Vacant Trustee position filled:

The Board welcomed our newest Trustee Member Kathleen Hickey. 

2.                  Vacant Vice President Position:

Joe announced Toni Jilek would continue to serve as our Vice President. 

3.            Foreclosure Process:

Trustees have approved using an interest rate of 1% per month on delinquent payments rater than “highest rate allowed in WA”.

4.         Trees by Main Park septic system:

One bid of $3,590.40 was received on January 28, 2006.  Seeking other bids at this time.

 

NEW BUSINESS:

1.                  PSE Bulkhead Permit Process:

Joe recommended we apply for a permit from PSE for our bulkhead at the park.  By doing this, the community can be assured that the new owners, Cascade Water Alliance, will honor the designated park area as our recreational use area when the sale is finalized.  A motion was brought before the Board to apply for a permit at the park that will certify an agreement with PSE and Cascade.  All voting members in attendance voted “yes”.

2.         Easter Egg Hunt:

The Easter Egg hunt will be Saturday April 15th at 10:30 AM.  The Board authorized $300.00 to purchase candy for 2000 eggs, refreshments and other supplies/prizes.  Lisa Kraus will coordinate the activities.

 

OPEN DISCUSSION:

Ron advised that the 2006/2007 budget planning is in full swing and will be requesting input from all Board members on fiscal matters.  Ron will schedule a Finance Committee this Thursday January 16, 2006.

We discussed how to obtain a larger database on Community Member e-mail addresses.

We discussed looking for a date and location to hold the annual meeting.  More correspondence will follow via e-mail on potential dates, time and location.
