Monthly Board Meeting (December 11th, 2006)

Call To Order:
The December DPA Community Board Meeting was held at Lake Tapps Elementary and was called to order by President Joe Muscarnera at 7:00 PM.

Attendance:
Attendees included President Joe Muscarnera, Secretary David Thorsen, Treasurer Kathleen Hickey, and Trustees Tim Wilson, Devin Graham and Jean Julum, Justin Carlo, Ann Beurskens.

Community Members in attendance: Don and Ann Fisher, Chuck Romeo, Stan Baber, Liz Parmley.

Trustees excused: Vice President Toni Jilek

Order to suspend order of Business for special presentation moved and Seconded.

Special Guest Presentation:
Dennis Schmidt and Kyle McKee from the Boy Scout Troup #501 presented a plan for Xmas Tree recycling that would coincide with a food drive.  The troop is asking residences to donate $5 that would cover the cost of chipping the trees at our local ball park.  The chips would be dispersed at the park to help with mud after the recent tree removal at the ballpark.  The Xmas trees would be picked up in front of the homes and donations attached to such trees.

Approval of November 2006 Minutes:
The first order of business by the board was the reading of the November 2006 minutes.  There was a motion to approve, seconded, and approved.

Treasurer’s Report:
Kathleen Hickey reported:

1.     We have roughly accumulated $600 on interest since we’ve moved the account over to BECU.

2.     The Bank of America account is now Solvent and Closed

3.     The Finance committee with meet again in January

4.     The park improvements are running well under budget for the year.

President’s Report
Joe Muscarnera briefly outlined the night’s agenda.  He reported the following:

A.   Trustees agreed to pass an increase on May 1st, 2007 to $210/month for Jessica

B.    Ballpark- The contractor will spread as much as 30 yards of top soil to repair the park in the spring. 

C.   Discussion broke out about a random stump near the ballpark that needed to be removed, and Jean Julum will  advised he would ask the contractor (who removed the trees) about this as well

D.   Detective Kocher is concerned about garage doors being left over open and cars running unattended in the morning.

E.    Ann Fisher is forming a recognition committee.  They would recognize members for going above and beyond the standards by contributing to the welfare of the community and neighbors in Driftwood Point which our residents live by.

Park Committee Report:
Jean Julum reported the following.

A.   Wood is still available at the Main Park

B.    Mike has offered to help at the earliest time available with the ball park.

Architecture Committee Report: N/A

Communications Report
Don Fisher reported that the newsletter is ready and being distributed this week.  An advance copy was distributed.

Entrance Refurbishment Committee report: N/A

5 Year Plan Committee Report:  N/A

Finance Committee Report: N/A

Lake Tapps Community Council Meeting:
Don Fisher filling in for Ron Wilderman reported that the Muckleshoot Indian tribe is pursuing a suit for the water rights.   A mailer will be sent out in the next couple of weeks in regards to this matter.  An undisclosed party is willing to match any donation up to but not to
exceed $40,000 done before December 31st.

Santa Sleigh:
Toni Jilek and Tim Wilson are set for the December 22nd extravaganza.  Food and cash donations will be accepted during the event.  The home lighting judging will occur on the 23rd.

Unfinished Business: n/a

New Business:

1.     There was a motion to have the scout troop do Christmas tree recycling at the ballpark on the 6th of January.  This was seconded and approved.

2.     There was a motion to purchase up to two neighborhood entry signs for the cost of $150-$200 per sign and to be placed at the entrance and possibly at the park.  If only one sign would be available, they would prefer the children sign.  The motion was seconded and passed.

Open Discussion:

1.     Tim spoke with Det. Kocher about problems of traffic and theft opportunities.  Det. Kocher now has a regulated certified radar gun.  Do we want to increase the patrol time or possible radar speed limit signs?  We need to know what Det. Kocher can handle and if his services are in addition to current Pierce County Patrol or replacing the tax paid service.  Joe advised that he would look into with a discussion with Det Kocher.

2.     A Silver Geo Tracker was seen stuck twice in a ditch and driving erratically.  The automobile had Utah plates.
