Monthly Board Meeting (August 14th, 2006)
Lake Tapps Elementary School

Call To Order:
The August DPA Community Meeting was held at Lake Tapps Elementary and was called to order by President Joe Muscarnera at 7:02 PM.

Attendance:
Attendees included President Joe Muscarnera, Treasurer Kathleen Hickey, Secretary David Thorsen, and Trustees, Justin Carlo, Devin Graham,  and Jean Julum.

Community Members in attendance: Don and Ann Fisher, Bob Lee, Chuck Romeo, Mike Hickey, Stan Baber, Scott & Kristy Thorsteinson.

Trustees excused: Vice President Toni Jilek, Tim Wilson, Ann Beurskens

Order to suspend order of business for Special Presentation moved and seconded.

Special Guest Presentation:
Deputy Robert Kocher gave a description of how the current off duty policing of the area has gone in the couple of months since DPA enacted this service.  Deputy Kocher described how they have been varying inspection times and alerting many members on possible dangers (i.e. Garage doors open, auto unsecured, etc). 

Parking Issues on the roads of driftwood point have become a problem and he wanted to remind members of three important issues with parking on or near the roads. 

A. Vehicles must be all the way off the road

B. Vehicles must be facing the same direction as the flow of traffic

C. Vehicles must not block or interfere with neighboring properties.

 Deputy Kocher gave a brief overview of what occurrences have been brought to their attention in the last 6 weeks.

A. 2 suspicious person/vehicles

B. 5 loud party complaints

C. 2 Parking issues

D. 2 Investigations

E. 2 Fire work complaints

F. 2 Water safety issues

G. 1 Shots fired complaint

H. 2 Vandalism reports

I. 1 Domestic disturbance

J. 11 Medical Aid responses

K. 4 Alarm response calls

A short question and answer period followed with varying issues (Fairweather Cove, Rafting issues, Etc).  Overall the new security seems to be taking affect and he felt that continuing the project would eradicate many of the possible future issues.

 Approval of July 10th, 2006 Minutes:
The second order of business by the board was the reading of the July 10th minutes.  Don Fisher advised the change of Ron Wilderman as Lake Tapps Community Council representative who gave the update in July.  It was duly notated and changed. The motion to approve was seconded and passed

Treasurer’s Report:
Treasurer Kathleen Hickey reported the following:

a        Only 22 delinquent accounts are outstanding

b       Park Attendants and Superintendent Expenses were balancing each other out and keeping the overall budget in line.

c        Kathleen suggested moving the current account over to an interest bearing account at BECU that should yield about $9/day based on the current balance.  She reviewed three other institutions and found that BECU had the best yield with unlimited checks in person. 

President’s Report
Joe Muscarnera briefly outlined the night’s agenda.  He reported the following:

A. The real estate sign removal at the front entrance passed by 5-4

B. Trustee Orientation in regards to DPA Fiduciary Duty.  These are the ground rules of a trustee’s obligation to the community.  They are to operate safely as an association, with a majority of the members benefit in mind.  Keeping this in the forefront, even when personal beliefs may not agree with said practices, is our fiduciary responsibility. 

Park Committee Report:
Jean Julum introduced Park Superintendent Mike Bykonen.

A. Park Attendants are doing a great job.

B. Suggested we raise the party fee to cover expenses

C. Suggested locking down unauthorized trailers

D. Will look into water irrigations and/or fence for estimates

E. NW Marine and Mike wanted to re-iterate how they felt about being a good neighbor and part of this community.   

Communications Report
Don Fisher distributed copies of the newest Driftwood Pointer.  We should be looking for the next edition to come out in November.  There was a suggestion in regards to the yearly participation of (St. Nick) which was decided to remain the same.

Entrance Refurbishment Committee report:
Justin Carlo went over numerous issues in regards to the Entrance Refurbishment.  Justin is looking for some kind of guideline or gauge to what extent we are willing to go monetarily. Joe said that the Trustees will evaluate any suggestions and/or bids on the entrance and that we shouldn't limit ourselves and should consider all possibilities in order to do the job right the first time. The community considers the entrance refurbishment # 1 on their feedback to Bob Lee's 5 Year Plan.

A.  Current quote for a new Water Meter would be $6,887.00 Plus labor

B.  A sign company for a double-sided stone would be in the range of $8,000.

C.  Scott Thorsteinson was able to provide some additional ideas.

D. The matter will be continued as we get more bids to balance out what we are looking at currently. 

5 Year Plan Committee Report:
Bob Lee re-iterated what had been disclosed on the “Pointer” in regards to the top concerns of Driftwood point members.  We received responses from over 109 members.  He notated some of the things we have already completed, while others need to be addressed right away.   Bob will be furnishing status on each item.

Lake Tapps Community Council Meeting:
Don Fisher reported that we are close to receiving the Dept of Ecology’s draft for water rights shortly after Labor Day.
