Monthly Board Meeting (August 11, 2008)
Lake Tapps Elementary School

Call To Order:
The August 2008 DPA  Board Meeting was held at Lake Tapps Elementary and was called to order by President Joe Muscarnera at 7:00 p.m.

Attendance:
Attendees included President Joe Muscarnera, Vice President Scott Thorsteinson (excused), Secretary David Thorsen, and Treasurer Ron Wilderman, with trustees Justin Carlo,  Pat Cavanaugh, Jerry Blessing and community members  Stan Barber,  Debbie Suver, Mike Bykonen, Erik Hamilton, Mike Bess, Rob Wilson and Clint Kautzman (who left before the meeting started).

Trustees excused: Liz Johnson, Justin Nimick

Approval of previous minutes:
The July 2008 minutes were read, seconded and approved.

President’s Report
Joe Muscarnera briefly outlined the agenda.  He reported the following:

1.     A seasonal gate card was temporarily given to “A Advanced Septic” in lieu of $470 of work done on the septic field at the park.

2.     A solicitor is required to have a permit to do home solicitation and should be asked by members if they have one, as we can’t prohibit the act and that this would be a great article for the newsletter.

3.     There is now a Notice of Default on the home on 181st and Driftwood Drive and the bank would be contacted in regards to the overall appearance. 

4.     The old DPA sign will be installed at the park.

5.     There will be a “for your consideration” letter sent to home on 179th.

Volunteer/Neighbor of the Month: N/A.

Treasurer’s Report

Ron Wilderman gave the report with the following bulletin points

1.     July expenses came in <$200 of budget

2.     ½ of the Fence install was paid in July ($3,700)

3.     Delinquencies are down to 17; of which 10 are in collections

4.     Rod & Gun club members may have small title issues.

Park Committee Report:

Justin Carlo reported the following

a.      The Fence was removed today, and posts should be set tomorrow and the project finished by Friday (15th).

b.     Mike and the attendants refinished the old front sign and will place it at the park, facing outwards.

c.     Geese-the grass is being sprayed and this seems to be working

d.     The volleyball court (with new net) is up and being used.

e.      We are going to have to seal coat the asphalt soon.

Entrance Refurbishment Committee report: N/A

Architecture Committee Report:  N/A

Communications Report:

Don Fisher not available

Finance Committee Report:

Ron Wilderman reported the following:

A.   We still need to review the lawn maintenance issue.

B.    Reaffirmed the Fence/Fowl/Gate Card issues.

Lake Tapps Community Council Meeting:

Ron reported that the SEPA reports are not available and things are running slow at this point.  The Department of Ecology has updated information in their hands and we probably won’t see anything until after the election period.

Unfinished Business and New Business N/A

Open Discussion:

1.     Security measures seem to be working and there is support within the community to continue this practice.

2.     The Baseball field needs to be upgraded with the possibility of renting out the field to cut costs.  There is a water meter somewhere around the park, but the exact location is unknown.

3.     Pierce County will respond to notified to “code enforcement” issues.

4.     Bird Issue: A number of members came to discuss the bird noise issue and they where advised that the issue is being dealt with and notice of fines to be issued has been forwarded.
