2007 Annual Membership Meeting
April 25, 2007
Minutes

Call to Order
The 2007 Annual DPA membership meeting was held at the Lake Tapps Elementary School gymnasium and called to order at 6:45 p.m. by President Joe Muscarnera.

Roll Call of Trustees and Officers
Trustees present:  Jean Julum, Ann Beurskens, Tim Wilson, Justin Carlo, Devin Graham and Joe Muscarnera.  Trustees excused:  Kathleen Hickey, Dave Thorsen and Toni Jilek.

Members in attendance:  Barbara Muscarnera, Mark Neubauer, Justin Nimick, Dan Weishaar, Stan Baber, Don and Ann Fisher, Chuck Romeo, Ron McOsker, Will Julum, Scott and Kristy Thorsteinson, Jerry Blessing, Florence Pistilli, Rick Simons, Arlene Evarood and Liz Johnson.

Reports / Business

Accomplishments:  President Joe Muscarnera summarized what was accomplished within the community in fiscal year 2006 (May 1st, 2006 – April 30th, 2007) as follows:

  • May 2006  -  The ball field was renovated by Jordan Profitt and Scout Troup 501 at no cost to DPA.
     
  • May 2006  -  Trustees voted to prohibit real estate and other signs at the entrance to Driftwood Point.
     
  • May 2006  -  DPA sought and received approval from Puget Sound Energy for a bulkhead permit for the waterfront property.
     
  • June 2006  -  Trustees approved payment of monthly street light bill at 25th St. Court E. which residents on that street had been paying (approximately $10 per month).
     
  • July 2006  -  Trustees approved lighting improvements at the waterfront park.
     
  • July 2006  -  Trustees approved commencement of off-duty Pierce County Deputy patrols.
     
  • December 2006  –  Approximately 17 dangerous trees (mostly cottonwood) were removed from the ball field.
     
  • December 2006  -  Approximately 11 trees were removed from the waterfront park adjacent to the restroom area due to the damage they were causing to the restroom roof, septic tank system and sidewalk.
     
  • December 2006  -  Ann Fisher with Trustee approval, initiated the DPA Recognition Committee.
     
  • December 2006  -  Toni Jilek chaired the annual Santa ride through Driftwood Point.
     
  • March 2007  -  Lisa Crouse, DPA member, with Trustee approval, coordinated purchase and delivery of beach sand for the waterfront park.
     
  • April 2007  -  Lisa Crouse chaired the annual Easter Egg Hunt at the waterfront park.
     
  • April 2007  -  Trustees approved purchasing and installing two new 25 mph speed limit signs

After Joe Muscarnera’s report on Accomplishments, he asked for a motion to suspend the normal order of business in order to allow Deputy Bob Kocher to give his security report.  Motion was seconded and approved.

Off Duty Pierce County Deputy Patrols:

  • Bob Kocher reported that he saw a decline in the number of speeding violations since he first started patrolling in Driftwood Point in July 2006.
     
  • Bob stressed that he still sees open garage doors and has stopped to close those garage doors.  Open and unattended garage doors invite thieves to steal items or access the house which can endanger the inhabitants.
     
  • Bob mentioned that anyone interested in crime statistics can access the Pierce County Sheriff’s website – Foothills Detachment and put in their home address to view any incidents.  He stated that all incidents occurring within ½ mile of the address would be listed.
     
  • Bob emphasized that cars parked close to the road and facing the wrong direction create a hazard to traffic and will be ticketed.
     
  • Deputy Kocher called for questions from the audience.  One member asked how to report dogs off leashes in the community.  Bob stated that they should call Animal Control which is now part of the Sheriff’s Department.  If approached by a dog and you feel threatened you should carry pepper spray and use if needed.
     
  • Bob introduced Judy Holly who spoke about neighborhood Block watches and how members of DPA could start a watch.  She mentioned that individual areas in Driftwood Point could get together and start a Block Watch.

Financial State of Driftwood Point Association / 2007 Budget  -  Tim Wilson presented the budget for fiscal year 2007.  The budget presented showed that we were in good financial health.  Tim mentioned that we still have not achieved our goal of one year total dues in reserve.  Tim announced at the end of his presentation that the budget was ratified and approved.

Recognition Committee:  Ann Fisher, chair of the Recognition Committee introduced Barbara Muscarnera who awarded Don Fisher a certificate for Volunteer of the Month for March 2007. Barbara read the words on the certificate as follows:

“Don Fisher contributes a great deal of time to the betterment of Driftwood Point.  He has been involved in the discussion of the proposed new entry changes and works with the Budget Committee on the yearly budget.  He developed the website for the Homeowner’s Association where he inputs, monthly, all the current news.  He is the Editor of THE DRIFTWOOD POINTER taking charge of sending it out as well as securing ads that generate revenue.  On top of all this, he is very involved in the saving the lake efforts.  Don is an active member of the Lake Tapps Community Council and the Pierce County Task Force attending all of their meetings along with many meetings with lawyers, officials and anyone who can help save our lake.  He shares all current information about the lake at our Driftwood meetings.  Don is a great volunteer for our community.  Don you are appreciated and very deserving of March’s Volunteer of the Month.”

 

Election of Trustees:  Stan Baber, Election Committee Chair, announced that Trustees, Ann Beurskens, Tim Wilson and Devin Graham’s terms will end on April 30th.  Scott Thorsteinson has been elected to a Trustee position.  Scott’s term will be for 3 years.  

Open Discussion

  • Trustee Justin Carlo stated that Sherry of Stone Art & Design who designed the City of Bonney Lake entrance stone and is creating Driftwood Point’s entrance stone will be completing Driftwood Point's stone in May 2007.  Justin asked that if anyone has any landscaping ideas to contact him.  Lisa Crouse, master gardener, has volunteered some landscaping ideas for the stone.
     
  • Devin Graham stated that he wanted DPA to review the dues structure per the bylaws.  Joe Muscarnera stated that this would be reviewed by the Finance Committee.
     
  • Someone mentioned that the park usage fees should be changed.  This will be referred to the Parks Committee.
     
  • Arlene Evavold asked what can we do about littering.  It was brought out that the Park Attendants clean the area by the entrance.  Some members have undertaken litter pick-up.  Any one witnessing littering should get their plate number and report it to the office.  They should not approach the offender.
     
  • Someone mentioned that the title company should furnish DPA Bylaws to each new homeowner.  Joe stated that the Bylaws are available on the DPA website.
     
  • The Recognition Committee recognized the current Trustees for their community involvement during the 2006/2007 fiscal year.  Ann Fisher presented a Certificate of Appreciation to each Trustee present (see Roll Call above for names).

There was a motion to adjourn, seconded and approved and meeting was adjourned at approximately 8:45 p.m.
